China-to-Italy Customs, Tax and Clearance Guide for Personal Parcels

A freight quote and an Italian import bill are not automatically the same thing. Before dispatch, confirm the declared goods and value, who acts as customs declarant, whether the route is DDP and which charges remain outside the quote.

Which charges can apply?

Italy's Customs and Monopolies Agency says online purchases arriving from non-EU countries can involve customs duty, VAT and, where applicable, excise duty. A carrier may also charge for transport and customs formalities.

Since 1 July 2026, the old blanket duty exemption for e-commerce consignments up to EUR 150 no longer applies in the same way. A temporary EUR 3 customs duty applies per tariff item type to qualifying distance-sale consignments with an intrinsic value no higher than EUR 150. It is per item classification, not per physical piece or parcel.

The Italian Customs example is useful: five identical T-shirts under one classification produce one EUR 3 item charge, while a T-shirt and a watch under two classifications produce EUR 6. The declarant is generally responsible for payment; the actual customer-facing collection depends on the sales and shipping arrangement.

What value should be declared?

Use the genuine transaction value and keep evidence. The customs value can include transport and insurance under the applicable valuation rules, and the VAT base can include customs duty and forwarding costs.

Do not mark a commercial purchase as a gift. Gift relief has specific legal conditions and does not apply merely because a sender selects “gift” on a form.

Keep:

  • seller order page and item description;
  • payment record and currency;
  • invoice where available;
  • quantity and unit price;
  • freight and insurance amount;
  • photographs or specifications for products that are difficult to classify.

What should the declaration say?

A customs description should be precise enough to identify and classify the goods. Use “women's cotton T-shirts, 3 pieces” rather than “clothes,” or “water-based face cream, 50 ml, 2 jars” rather than “cosmetics.”

For electronics, state the device and whether a battery is installed. For food, list the actual product and ingredients. For branded goods, retain authenticity and purchase evidence.

Combining unrelated products under “personal effects,” “samples” or “accessories” can cause questions and delay.

How does DDP change responsibility?

The current referenced Europe truck routes use DDP. In a DDP arrangement, the service provider or seller takes the agreed import-clearance and charge responsibilities through delivery.

DDP does not:

  • stop Italian Customs from inspecting the parcel;
  • make a prohibited or non-compliant item admissible;
  • correct an inaccurate value or description;
  • guarantee that remote-area, oversize, return or storage charges are included;
  • prove that an air or sea route has the same term.

Ask for the route name, customs term and exclusions in writing. If DDP is not stated, confirm who pays import VAT, duty, brokerage and disbursement fees.

When can customs request more information?

Italian Customs or the carrier may ask for an invoice, payment proof, product link, identity details, tax information or authorisation to complete clearance. Product-safety, health, pharmaceutical, intellectual-property and other controls can apply separately from ordinary duty collection.

Respond with documents that match the declaration. Conflicting values, vague goods or missing recipient details can slow the process.

Product rules still matter

Taxes are only one part of clearance. Meat, milk and products made from them are generally prohibited from personal entry into the EU from non-EU countries, subject to limited exceptions. Cosmetics, medicine, supplements, batteries, toys and electronics can also face safety or regulatory checks.

A tax-paid parcel can still be refused if the goods do not meet the applicable import requirements.

Practical pre-dispatch checklist

  1. Confirm the recipient's full Italian address and phone number.
  2. List every item, quantity, brand and genuine value.
  3. Save invoice, order and payment evidence.
  4. Disclose food, liquid, powder, cosmetic, medicine and battery attributes.
  5. Ask whether the named route is DDP.
  6. Request the list of excluded or exceptional charges.
  7. Recalculate after final packing.

Is VAT charged on parcels from China to Italy?

Imports can be subject to Italian VAT. How it is collected depends on the transaction and route arrangement.

Is there still no customs duty below EUR 150?

Does DDP include all possible fees?
