Verify REACH and EU Responsibility for Cat Scratchers
An Italian seller described a demanding sourcing problem on Reddit: finding a Chinese supplier for cat scratchers while also obtaining adhesive-related documentation, an EU responsible person, correct labels, DDP fulfilment, and traceable delivery. The post is useful evidence that buyers face this combined decision. It is not evidence that a supplier, report, product, or route is compliant.
The safest sourcing process separates five questions that are often collapsed into “Do you have certificates?” They concern product identity, test evidence, legal responsibility, consumer-facing information, and fulfilment control. Each question requires a different record and a different competent party.
Freeze the product and material version before reviewing reports
A cat scratcher may combine corrugated paper, textile, wood-based panels, plastics, inks, coatings, dyes, fasteners, and adhesives. Two items that look identical in a catalogue can use different glue, paper treatment, backing, or surface finish. A report for “paper pet product” cannot automatically cover a later batch made with substituted adhesive or coloured material.
Create a product identity sheet before asking for documents. Record the model, dimensions, intended use, construction drawing or clear photographs, full material list, component supplier where available, adhesive trade name or internal formulation identifier, colours, surface treatments, packaging, target market, and version number. Use the same version on the quotation, approved sample, test request, purchase order, inspection instruction, label artwork, and batch record.
This discipline matters under REACH because legal duties depend on the nature of the material and the actor's role. The European Chemicals Agency explains that an article is an object whose shape, surface, or design determines its function more than its chemical composition. It also explains that Candidate List substances in articles can trigger notification or supply-chain communication duties under particular conditions. Adhesives before curing may be mixtures with their own REACH and classification context. The finished scratcher can therefore require a product-specific assessment rather than a universal certificate.
Ask the supplier to disclose every material change. Define which components cannot be substituted without written approval. A new glue, coating, board, colourant, or packaging treatment should trigger a documented review. The buyer does not need to assume that every change requires identical testing, but someone competent must decide whether existing evidence still applies.
Authenticate the report and its scope, not only its conclusion
Review at least six report fields. First, identify the applicant and manufacturer and establish their relationship to the current supplier. A trading company may commission a report for a factory product, but the link must be documented. Second, compare the sample description, model, material, colour, and photographs with the approved product.
Third, inspect the tested substances, method, limits, and result table. “Pass” on a cover page only means something within the stated scope. It does not prove compliance with every applicable chemical or product-safety requirement. Fourth, compare the report date with the current product version. Evidence that predates a material or process change may no longer represent production.
Fifth, verify the laboratory's identity and the report number through an official contact or verification service. Do not rely on a QR code embedded in a supplier-provided screenshot if it merely opens another supplier-controlled page. Sixth, determine whether the evidence covers one component or the finished product. A cardboard test does not automatically cover an adhesive, printed surface, textile layer, or plastic base.
Request the complete document rather than selected pages. Preserve the original file, supplier email, approved sample photographs, and product version. If the report description does not match, do not “correct” the mismatch with a chat message. Ask the laboratory or qualified compliance adviser what additional sample or document is required.
Testing also does not remove the need for a safety assessment. Chemical restrictions are one part of the decision. Mechanical stability, sharp points, detachable parts, foreseeable pet and human contact, packaging, and warnings may create other risks. The appropriate assessment depends on the design and market, so this article cannot prescribe a universal test panel.
Verify the EU responsible-person chain and Italian-facing information
The EU General Product Safety Regulation applies from 13 December 2024. European Commission guidance explains that a product within the GPSR framework may be placed on the EU market only when an EU-established responsible person exists. Depending on the facts, that person may be the importer, an authorised representative appointed by the manufacturer, or a fulfilment service provider acting in the legally relevant role.
An EU address printed on a document is not enough. Obtain the entity's legal name, registration details, postal and electronic contact information, role, written mandate where applicable, and the exact products covered. Confirm that the mandate identifies the manufacturer and model family and assigns the relevant tasks. A professional adviser should determine whether the proposed entity qualifies for the product and supply arrangement.
Commission guidance also explains that where a manufacturer is outside the EU, the responsible person's name, postal address, and electronic address must be provided in the required product, packaging, parcel, or accompanying-document context. For distance sales, the online offer must visibly include the manufacturer's name and contact information; where the manufacturer is not established in the EU, it must also include the responsible person's contact information, product identification, and applicable warnings or safety information.
For Italian sales, check which information must be understandable to consumers in Italian. Align the listing, product label, packaging, batch or model identifier, instructions, warnings, and technical records. A listing should not show one manufacturer while the label names another. A batch code should connect to the purchase order and production record rather than being decorative text.
The responsible person cannot repair missing evidence by lending an address. The manufacturer and supply chain still need the relevant risk analysis, technical documentation, traceability, complaint process, and corrective-action capability. Verify how the responsible person will obtain files, respond to authorities, and handle an unsafe-product event.
Separate sample approval, production control, and DDP fulfilment
Order a sample made to the intended production specification. Record measurements, materials, odour, shedding, bonded areas, exposed edges, stability, packaging, labels, and identifiers. Sample approval should produce a signed version, not a general statement that the product “looks good.”
The purchase agreement should state the approved bill of materials, prohibited substitutions, label artwork, packaging, inspection method, batch identification, document-delivery deadline, and remedy for an unauthorised change. For production, choose risk-based checks that can detect the attributes most likely to change. A visual inspection cannot prove chemical composition, while a laboratory result cannot prove that the shipped batch used the tested material. Both evidence types have distinct roles.
YANCHAO can support the China-side operations it actually performs: receiving supplier parcels, consolidating samples, photographing instructed details, checking visible labels against approved artwork, recording measured weight and dimensions, and mapping an outbound parcel to inbound supplier records. Those services improve traceability and can help stop a shipment when visible details do not match.
They do not constitute an EU legal opinion, laboratory certification, responsible-person mandate, or market-authority approval. A qualified laboratory, responsible economic operator, or product-compliance adviser should determine the applicable tests, documentation, and legal role.
Treat DDP as a separate contract and logistics issue. Define the seller, exporter, importer, customs declarant, party paying import charges, inventory owner, return address, and carrier handoffs. Confirm how tracking numbers are mapped when one China dispatch becomes one Italian consumer parcel. A DDP price does not certify product safety, and customs release does not prove that a product may lawfully remain on the market.
This topic does not provide an approved product specification, packed dimensions, weight, Italian postcode, order volume, or confirmed transport classification. The official live freight interface was unavailable during drafting. No current route, price, transit-time promise, or item-acceptance claim is therefore published. Obtain a shipment-specific review after the product and packaging are fixed.
A robust go/no-go file contains five linked folders: the frozen product version; authenticated test evidence; the EU economic-operator and responsible-person records; approved Italian-facing labels and listing information; and batch-level procurement and fulfilment evidence. If one folder cannot be linked to the same product version, keep the item at sample or remediation stage.
FAQ: Practical Follow-up Questions
Is an online-verifiable test report automatically sufficient?
No. Verification may show that a report exists, but the sample, material, model, colour, test scope, and production version must still match the goods. A genuine report can be applied incorrectly to a different product.
Does a freight forwarder automatically become the EU responsible person?
No. Transport or consolidation alone does not establish that role. Qualification depends on the entity's EU establishment, legal role, written mandate where relevant, and acceptance of the required product-safety tasks.
Does DDP mean the cat scratcher is compliant for sale?
No. DDP allocates agreed delivery, import, and charge responsibilities. It does not replace REACH assessment, product-safety documentation, labels, responsible-person requirements, or market-surveillance obligations.
